Mozaik Policy Lab: Following a Problem All the Way to a Decision
Mozaik Policy Lab does not run one-off campaigns. It identifies systemic bottlenecks, builds coalitions with institutions and partners, develops evidence-based solutions and stays with the issue until a better rule or mechanism can actually work for people. Behind that work stand 20+ years of Mozaik Foundation's public reporting, independent annual audits and experience turning evidence from practice into change.

Proving That the Method Works
VAT on Donated Food and nikogladan.ba: A Law Plus a Working Mechanism
Changing the VAT treatment of donated food was not enough. After the reform was adopted, Mozaik Foundation launched nikogladan.ba, one of the first digital food banks of its kind, giving the new rule a practical mechanism that demonstrates every day that it can work.
Proof in Practice
Public kitchens and companies across Bosnia and Herzegovina use the System to connect surplus food with people who need it. Food donations can be reserved in less than a minute after being published, making donation easier for companies and access faster for public kitchens.

The Next Frontier: ESCO and the Labour Market
Two Paths for Scaling the Same Approach
Mozaik Policy Lab is now applying the same evidence-to-change method to another major challenge: the labour market. The work is developing through two connected paths in partnership with entity-level and state-level institutions.
Labour-Market Digitalisation · ESCO
Through ESCO-led digitalisation of labour-market services, people's Skills can become easier to describe, compare and connect with Jobs. ESCO provides a common European classification of Skills, competences, qualifications and occupations, helping institutions, employers and people work with a more consistent labour-market language.
Partners: entity-level and state-level institutions, together with EU and development partners
Transparency · Public Accountability
Mozaik Foundation's own standard, public programme reporting and an independent annual audit of the entire organisation, demonstrates what long-term accountability can look like in practice. For development partners, transparency is not an addition to impact. It is part of the System that makes impact credible.
Development partners and institutions include: the Embassy of Switzerland, SDC and the European Union.

At this third level, the full System becomes visible. Individual donations are most valuable in sustaining the evidence and Policy Lab work that creates the pathway to reform. Larger-scale implementation and institutional adoption can then be financed with public, EU and development-partner resources.
